As I reviewed the voting membership list at the offyear caucus I realized
there were five voting members listed in precinct 19 and knew the list
needed to be reviewed. Due to the natural mobility of
voters in Johnson County, members are often elected out of one precinct in
January then move to another in May or August.

I have long supported the idea that voting members should hold their seats
for the full two years even if they move. It seems a poor way to reward our
newest activists, especially students: elected in January, expelled in May.
Unfortunately Iowa Code and party policy does not allow people to hold
voting membership unless they live in the precinct, and the Johnson County
party began enforcing this in the mid-90s. I would like to find a way that
elected members do not lose their vote on central committee simply for
moving within the county.

However, it falls to me to review these discrepancies. I went back to a copy
of the central committee list from just after the caucuses and determined
which members had been elected at caucus and which people had been elected
from other precincts and moved. My hopusekeeping recommendation (since I'm,
ahem, not a voting member I can't make the motion) would be to pass a motion
declaring these members to be associate members.
