State Central Committee Report

Dear Johnson County Democratic Central Committee Members:

Al Bohanan, Brian Flaherty, Rose Kelsey, and Carol Porch of the 2nd
District elected representatives attended the State Central Committee
meeting on Saturday, November 13, 2004 at the Fleur Drive Building, in
Des Moines.  The IDP HQ has completed moving out of the Locust Street
location.

The staff retained in DM includes Ben Foeke, Jayson Sime, and Sue
Monohan, Andrew Brown and Donna Latessa.  Mike Milligan, Interim
Executive Director, whose salary is being paid by the Governor, directs
operations.  The Chair, Gordon Fischer, has agreed to stay on until a
new chair is elected at the next SCC meeting (12/18/04).  All Chair
candidates are encouraged to contact the Governor or Senator Harkin's
office to express their interest in the position.

The IDP announced that there will be--in light of the events of
October at the IDP-and because we have not had an external audit done
for 5 years, the IDP will be subjected to an immediate audit which will
clarify all activities which lead up to the termination of the
Executive Director and her assistant.  The DNC will be paying for this
audit, and will be securing a "contract amount" to do the full audit
for the years that have not been done.  Unauthorized "on-line"
transactions were discovered three weeks prior to the election.  Monies
were transferred from the DNC funds into the State funds.  At least two
transactions have been identified which total $79,500.00 however the
total of suspect transactions are over 100K dollars.  No one is
suspected of any personal profit taking, however question was raised
about the remaining staff and their salaries. (Attached below is the
response from the Interim E.D.).  The next question is..."How will the
FEC respond?"

A brief Treasurer's report was given by Mary Malone, Treasurer, and
Teresa Kehoe, comptroller, with assurances of sufficient cash on hand
and a promises to provide for the December meeting, a formal budget of
2004; Taxes due for 2004; available cash on hand, and a proposed budget
for 2005.  Francis Boggus gave the Operations Subcommittee report, Mike
Milligan gave the Executive Director's report, Sue Pamperin gave the
Policy and Programs Report, and Jean Pardee finished up with the Party
Building Report.

Minority group leaders expressed their dissatisfaction with the entire
election process and especially the loss of their contacts (Francisco
and Joseph) on the IDP Staff.

Motions that were made at the SCC meeting include: 1) Banking Audit
(Approved) 2) Audit of Fiscal Year 2004 activities (Approved); and
3) Minutes of the Executive Session be included in the Minutes of the
Open Session (Approved)

The activities for 2005 will include the Gubernatorial process and a
County Action Plan for 2006 Elections.

There was a call for a Campaign Review Committee and a call for a
Compensation Review Committee.  Please contact Brian Flaherty or Carol
Porch with comments and suggestions on to give to the Campaign Review
committee.

Ben Foecke  (Coordinated Director)  $6,500 per month
Jean Hessburg  (Outgoing ED)  $10,000 per month paid through December
31, 2004
Theresa Kehoe  (Comptroller)  $7,500 per month until new person is hired
Mike Milligan  (Acting ED)  $0 per month – being compensated by
Vilsack-Pederson
Sue Monahan  (Deputy Canvass Dir) - $3,700 per month
Jayson Sime  (Canvass Dir) - $4,000 per month
